Dubai Launches ICV Programme to Boost Local Manufacturing
The Dubai Department of Economy and Tourism (DET) and the Dubai Department of Finance (DOF) have launched the ‘Dubai In-Country Value (ICV) Programme’ to boost local manufacturing by increasing government spending on local suppliers.
Leveraging Tasharok for Increased Local Spending
The initiative will be carried out through Tasharok, Dubai’s Shared Procurement Programme. Run by the Support Services Centre at Dubai Finance, Tasharok helps government departments get better rates through deals with approved suppliers.
ICV Programme’s Role in Dubai’s Economic Vision
The Dubai ICV Programme will create more opportunities for local manufacturers and Emirati-owned businesses, supporting sustainable and inclusive economic growth. It’s part of DET’s plan to make Dubai a global hub for trade, investment, and innovation.
Boosting Dubai’s Economy Through Local Procurement
Encouraging government departments to buy products with more local content, the programme helps businesses contribute to the Dubai Economic Agenda D33, which aims to double the city’s economy by 2033 and boost its global business and tourism status.
Dubai’s Shared Procurement: Product Categories and Hybrid Model
The Tasharok programme includes 42 product categories like office supplies and medical items. It follows a hybrid model with seven major government bodies—Dubai Municipality, Dubai Health, Dubai Police, RTA, Dubai Customs, DEWA, and Dubai Airports.
Ensuring Consistent ICV Application and Support
These entities will apply Dubai ICV criteria in their purchasing and set up agreements with approved suppliers. All government departments can use these agreements, creating a consistent approach to ICV. DET will offer technical support and promote the programme to boost its use in government buying.
Strengthening Dubai’s Economy Through In-Country Value
Hadi Badri, CEO of the Dubai Economic Development Corporation, said the Dubai ICV Programme is a major step in government buying, supporting the D33 Agenda to grow Dubai’s industry and economy. By working with the Department of Finance and key buyers in the Tasharok programme, the initiative helps local manufacturers and small businesses grow. Focusing on in-country value strengthens supply chains, boosts self-sufficiency, and makes Dubai more competitive globally. It’s an important move toward building a stronger, more future-ready economy in line with Dubai’s leadership vision.
Government Spending to Empower Local Manufacturing
Hamed Al Awadhi, executive director at Dubai Finance, highlighted the importance of using government spending to support local manufacturing, in line with the D33 Agenda. He said this helps build strong local industries and supports Dubai’s long-term economic goals. “This initiative shows our commitment to local manufacturing and sustainable growth,” he said, adding that they aim to help government departments simplify procurement and benefit from Tasharok’s lower prices.
Encouraging Local Procurement Through ICV Criteria
The Dubai ICV Programme encourages government departments to choose suppliers with strong local ties—like Dubai-based manufacturers, Emirati-owned businesses, and companies hiring local talent. By adding the ICV system to the Tasharok platform, the programme makes it easier for government buyers to access and use, helping align purchases with Dubai’s economic goals.
DET and DOF Workshops to Support ICV Programme
To support the programme, DET and DOF held workshops to train key government buyers. These sessions explained how to evaluate local manufacturing in purchases, apply ICV criteria in Tasharok, and measure the economic impact to ensure real results across government procurement.
